The higher the authority of the website the higher the weight of links coming off the site. It is also important to understand that every link on a page cuts into the amount of authority being thrown out. What this means is if you have a page with a page rank of three and it has one link then that link will carry the full weight of the websites linking power. If you take the same page rank three website and place three links on the page then the websites linking authority is cut into thirds and each link is only worth one third of the websites total linking power.

When you go to build links be sure they have anchor text that is keywords. This will tell Google that the website votes for your website and thinks your site reflects the text shown. Do not put the URL since you should rank number 1 for this automatically once you get indexed. It is also important you change the anchor text after building a few links so the links coming in look more natural.
